Recommendation to adopt Specifications No. ITB FS18-004 and award a contract to Altec Industries, Inc., of Pomona, CA, for the purchase and delivery of a compressed natural gas fueled aerial bucket truck, for a total amount not to exceed $264,750, inclusive of taxes and fees. (Citywide)
DISCUSSION
City Council approval is requested to enter into a contract with Altec Industries, Inc., for the purchase of a new Freightliner M2-112, 75-foot, aerial bucket truck with a CNG fuel system. This new vehicle was approved in the FY 17 vehicle replacement plan and is fully funded by a combination of previously collected vehicle replacement funds from the Public Works Department, AB 2766 grant allocation, and 2015 Local Government Match Grant funds.
This vehicle will replace a 2001 model-year, diesel-fueled, aerial bucket truck used by the Public Works Department that is past its useful life. This vehicle is used by the Street Tree Division for citywide tree maintenance, call outs, and emergency response during storm events.
The bid was advertised in the Long Beach Press-Telegram on September 13, 2017, and 665 potential bidders specializing in vehicles were notified of the bid opportunity. Of those bidders, 14 downloaded the bid via the City’s electronic bid system. The bid document was made available from the Purchasing Division, located on the seventh floor of City Hall, and the Division’s website at www.longbeach.gov/purchasing. A bid announcement was also included in the Purchasing Division’s weekly update of Open Bid Opportunities, which is sent to 22 local, minority, and women-owned business groups. Three bids were received on October 10, 2017. Of those bidders, none were a Minority-owned Business Enterprises (MBEs), Women-owned Business Enterprises (WBEs), Small Business Enterprises (SBEs), or Long Beach businesses (Local). Altec Industries, Inc., of Pomona, CA (not MBE, WBE, DBE or Local), was the lowest responsible bidder.
