TITLE
Recommendation to authorize City Manager, or designee, to execute all documents necessary to increase Contract No. 32995 with C.S. Legacy Construction, Inc., by $690,254, for a total not-to-exceed amount of $8,700,000, for additional work required in constructing the Chittick Field project;
Increase appropriations in the General Fund (GF) in the Citywide Activities Department (XC) by $590,580; and
Increase appropriations in the Capital Projects Fund (CP) in the Public Works Department (PW) by $590,580. (District 6)
DISCUSSION
The Chittick Field project is located in the central part of the City on a site known as the Hamilton Bowl/Chittick Field (Site). The Site, which operates as the Hamilton Bowl Detention Basin, is currently owned and operated by the Los Angeles County Flood Control District (LACFCD). The Site consists of approximately 19 acres of land used as a flood control detention basin and as a National Pollution Discharge Elimination System (NPDES) compliance site for the City of Long Beach and the City of Signal Hill.
On March 19, 2013, the City Council adopted Plans and Specifications No. R-6952 and authorized the City Manager to execute a contract for construction of improvements to Chittick Field with C.S. Legacy Construction, Inc., in the amount of $6,178,299. On August 13, 2013, City Council authorized the installation of Musco track and field lighting, which increased the contract with C.S. Legacy Construction, Inc., by $719,727 for a revised not-to-exceed contract total of $6,898,026. On April 22, 2014, the City Council authorized a new pump house and pump station improvements increasing the contract amount to $8,009,746.
The park celebrated a grand opening in April 2014 and has been utilized ever since; however, flood control work has not been completed.
