TITLE
Recommendation to adopt resolution consenting to the establishment of Anaheim Street Bridge over Long Beach Freeway, within the City of Long Beach, as part of the System of Highways of Los Angeles County. (District 1)

DISCUSSION
Following the Loma Prieta earthquake in October 1989, emergency legislation known as Senate Bill 36X was enacted. The law requires that all existing publicly owned bridges in California be inspected and that those found to have a seismic structural deficiency be upgraded and retrofitted to conform to specific structural standards. The bill further provides for the County of Los Angeles (County) to be the lead agency for inspecting and retrofitting all non-state highway bridges within the County.

To enable the County to administer the seismic retrofit project for the subject bridge, it is necessary to temporarily transfer jurisdiction of the bridge to the County. Jurisdiction will be relinquished back to the City after the completion of this project.

Deputy City Attorney Lori A. Conway prepared the subject resolution on May 31,2007.

This matter was reviewed by Deputy City Attorney Lori A. Conway on June 11, 2007, and by Budget and Performance Management Bureau Manager David Wodynski on June 20, 2007.

The project cost is currently estimated to be $586,800 with Federal reimbursement being $423,900 and the State reimbursement being $14,000. The estimated nonFederally reimbursable portion to be funded by the City would be $148,900. The City's actual share will be based upon a final accounting after completion of the project.


TIMING CONSIDERATIONS
City Council action on July 3, 2007, will allow commencement of this project by the Los Angeles County Department of Public Works.


FISCAL IMPACT
