TITLE
Recommendation to authorize City Manager to execute the Second Amendment to Agreement No. 28297, with BonTerra, for consulting services for preparation of the Environmental Impact Report for the Airport Terminal Facilities Project, to amend the scope of work to include additional hours for the anticipated preparation of responses to the comments, to extend the contract duration from February 28, 2006 to February 28, 2007, and to increase the "not-to-exceed amount" by $160,000, for a total not-to-exceed amount of $935,000 (District 5); and
Increase appropriations in the Airport Enterprise Fund (EF 320) and the Department of Public Works (PW) by $160,000. (Citywide)
DISCUSSION
Based on comments received to-date concerning the Draft Environmental Impact Report (DEIR) for the Airport Terminal Facilities Project, both in writing and at the public meetings held in December, it is anticipated that more hours will be required of the City's EIR consultant, BonTerra Consulting, than anticipated in the original contract, in order to fully respond to these comments. In particular, it is anticipated that the subconsultants for the noise, air quality and health risk portions of the document may require up to 120 hours to prepare comment responses to the noise portion and 240 hours for the air quality and health risk portion. The estimated cost for these services, and other incurred costs such as those for extra outreach meetings, study summaries and additional meetings with regional agencies that were outside of the original scope, is $160,000. Under this contract the City is only billed for actual hours, so the final amount paid for these services may be less than stated, depending upon the extent of the public comments received by the deadline of January 30, 2006. In addition, the current contract expires on February 28, 2006, and it is anticipated that the EIR process will extend beyond that date.
