TITLE

Accept Categorical Exemption issued May 18, 2015. (District 3)

DISCUSSION
To alleviate low voltage in the community around 6200 Marina Drive, Southern California Edison (SCE) requests an easement to install and maintain new electrical facilities for voltage regulation purposes on City property. The type of equipment required to provide the best service at this time is called a capacitor bank, commonly used throughout the Edison service territory. A capacitor bank, a quiet, compact modular green painted box approximately 5’x5’x5’, will be placed on a pre-cast concrete pad that will be level with the existing grade and located as shown on the attachment. Some trenching will be required to allow buried conduit to be connected to the capacitor bank. Landscaping affected by the installation will be returned to its original condition at the completion of the work.

City staff conducted a review of affected agencies and there were no objections to the proposed easement. A California Coastal Permit Categorical Exclusion was issued for this easement by the City Planning Bureau on May 18, 2015, Project Number PLNB33877.

In accordance with the California Environmental Quality Act (CEQA), this project was determined to be exempt from obtaining a Categorical Exemption per (G.O) 131-D, Section III, article C, page 3, therefore a Categorical Exemption is not required.

This matter was reviewed by Deputy City Attorney Robin ZurSchmiede on July 19, 2016 and by the Budget Analysis Officer Rhutu Amin Gharib on July 20, 2016.

TIMING CONSIDERATIONS
City Council action on this matter is not time critical.
