TITLE
Recommendation to adopt Plans and Specifications No. R-6828 for the improvement of Mothers Beach Playground, on Appian Way at Marine Stadium; and authorize City Manager to award and execute a contract with CST Construction Company, in an estimated amount of $272,282 plus a 10 percent contingency amount of $27,228, if necessary, for a total of $299,510, and any amendments thereto. (District 3)
DISCUSSION
The existing Mothers Beach Playground is a relatively small facility with limited play surfaces and equipment that are in need of refurbishment and expansion. The park facilities are a popular destination for family groups.
The improvements consist of new play surfaces, concrete paths, landscaping, benches and trash receptacles. The new play areas will be a combination of poured-in-place rubber surfacing and sand areas on which the contractor will install playground equipment furnished by the City. There is also an existing light pole, which will be relocated to the east portion of the play area. The new play area is designed to be fully accessible in accordance with the American Disabilities Act. A vicinity map is attached as Exhibit A.
City Council adoption of the Plans and Specifications and award of the contract to the lowest responsible bidder are being recommended. The project was advertised for bids on November 30, 2009, and bids were opened on December 16, 2009. Project outreach included direct e-mail notification to over 500 businesses including local companies as well as publications that provide contracting information to small contracting companies Information regarding the low bidder, CST Construction Company, is provided on the attached Exhibit B.
This matter was reviewed by Deputy City Attorney Linda Trang on December 21, 2009 and by Budget and Performance Management Bureau Manager David Wodynski on December 18, 2009.
