TITLE
Recommendation to authorize City Manager, or designee, to execute all necessary documents between the City of Long Beach and the State of California Department of Public Health in the amount of $39,764 for the Beach Water Quality Monitoring and Public Notification Services Program (AB 411 Program) for the period of April 1, 2011 through December 31, 2011; and increase appropriations in the Health Fund (SR 130) in the Department of Health and Human Services (HE) by the same amount.  (Citywide)
 
DISCUSSION
The Beach Water Quality Monitoring and Public Notification Services Program (AB 411 Program) is funded by a grant from the California State Department of Human Services (State).  The State mandates all local health jurisdictions to conduct weekly bacterial testing of waters adjacent to public beaches that exceed 50,000 visitors annually and are near storm drains, during peak use summer months.  The AB 411 Program provides for beach water quality testing, laboratory analysis of water samples, and public notification of water quality during this period.
 
This matter was reviewed by Deputy City Attorney Linda Trang on July 27, 2011 and by Budget Management Officer Victoria Bell on August 3, 2011.
 
TIMING CONSIDERATIONS
City Council action on this item is not time critical
 
FISCAL IMPACT
The total amount of the agreement is $39,764 for the period of April 1, 2011 through December 31, 2011.  An appropriations increase for this amount is included in the recommendation.  This request was received late due to delays from the State of California Department of Public Health.  There is no impact to the General Fund, no City match, and no net impact to jobs associated with the recommended action.
