TITLE
Recommendation to adopt resolution amending Resolution No. RES-06-0122 extending the time for completion of Underground Utility District No. 41 for portions of Alamitos Avenue, under California Public Utilities Commission Rule 20A allocations. (Districts 1,6)

DISCUSSION
On October 17, 2006, Resolution No. 06-0122 was adopted creating Underground Utility District (UUD) No. 41 for Alamitos Avenue, from Seventh Street to Pacific Coast Highway. In conformance with Section 15.48.080 of the Long Beach Municipal Code, all properties within the boundaries of a UUD are required to receive power, phone and cable service from underground feeds so that the adjacent power poles can be removed. At that time, the project was expected to be completed by December, 2010.

Southern California Edison (SCE) has been working on the design plans for this project since 2006, and construction is now estimated to be completed by December 30, 2014. Therefore, the originally adopted resolution must be revised to extend the implementation timeline until December 30, 2014. A map showing the district is attached.

This matter was reviewed by Deputy City Attorney Linda Trang on January 3, 2013 and by Budget Management Officer Victoria Bell on January 11, 2013.

TIMING CONSIDERATIONS
City Council action to amend the resolution is requested on January 22, 2013 so that SCE can proceed with project implementation within the next ninety (90) days.

FISCAL IMPACT
SCE’s original cost estimate in 2006 was $6,800,000, to be funded under Public Utilities Commission Rule 20A allocations. The project cost was revised in 2012 and is currently estimated at $8,000,000. These construction costs will be paid directly by SCE to the contractor, and none of the Rule 20A funds will be received or disbursed by the City.
