TITLE

Recommendation to authorize City Manager to accept an easement deed from EGC-CEC, LLC, the owner of the property located at 4175 Conant Street, for the installation of public utilities; and adopt and accept Douglas Park Environmental Impact Report 2001051048.  (District 5)

DISCUSSION

EGC-CEC, LLC, is renovating the site at 4175 Conant Street. To accommodate the proposed improvements, it is necessary that an easement be granted to the City to allow for the installation of a double-check detector valve. This valve is a backflow prevention device designed to protect water supplies from contamination. A map showing the location of the proposed easement is attached as Exhibit A.

City staff conducted a review of affected agencies and there were no objections to the proposed easement. The proposed easement is in conformance with the California Environmental Quality Act, Douglas Park Environmental Impact Report 2001051048, adopted on December 14, 2004.

This matter was reviewed by Deputy City Attorney Amy R. Webber on August 23, 2016 and by Revenue Management Officer Julissa Jose-Murray on September 23, 2016.

TIMING CONSIDERATIONS

City Council action on this matter is not time critical.

FISCAL IMPACT

A grant of easement processing fee in the amount of $2,044 was deposited into the General Fund (GF) in the Public Works Department (PW).  Approval of this matter will provide continued support to the local economy.
