DISCUSSION
City Council approval is requested to enter into a contract with Zonar Systems, Inc., for the purchase of vehicle inspection and tracking components as well as monthly monitoring service, for 583 active units in the City’s fleet. The City has had the Zonar system in continuous operation in City vehicles since October 2013. The current contract ends July 21, 2017. Tracking and inspection software is effective for efficient route/trip planning, identifying vehicle location, vehicle idling policy enforcement, and vehicle utilization studies.

The Financial Management Department, Fleet Services Bureau, is responsible for maintaining the Zonar equipment and paying the annual monitoring service charges. Zonar Systems, Inc., is the original equipment manufacturer and sole source provider in the United States. Therefore, no useful purpose would be served by advertising for bids and to do so would constitute an unnecessary expenditure of public funds.

City Charter Section 1801 requires that contracts for City purchases be awarded to the lowest responsible bidder after a competitive bid process, but allows for awards without a competitive bid process if accompanied by a Resolution adopted by the City Council.
