TITLE
Recommendation to receive and file report on travel to Washington, D.C., July 29 - 31, 2008, to discuss federal issues of importance with officials.

DISCUSSION
On July 29-31, 2008, I traveled to Washington, D.C. as Chair of the Federal Legislation Committee to discuss federal issues of importance with our delegation, other members of Congress, the US Army Corps of Engineers and the US Fish & Wildlife Agency. I was accompanied by the Mayor, the City's Government Affairs Manager and the City's federal legislative representative, Van Scoyoc Associates.

Among the issues discussed were the following:

      · Funding for the City's Fiscal Year 2009 Appropriation Requests

      · Continued funding of the C-17 production line

      · Transportation, goods movement, and air quality concerns, including support
of the Marine Vessels Emission Reduction Act, the Clean Trucks programs
        and Container Fees

      · Funding for the Community Development Block Grant program, including
funding to deal with foreclosed properties.

      · Los Cerritos Wetlands

      · Colorado Lagoon

      · Los Angeles River dredging

      · Long Beach Breakwater

      · Other issues on the Federal Legislative Agenda

The trip was productive in maintaining strong personal connections with our federal representatives and communicating the City's legislative priorities. The Federal Legislation Committee will continue to closely monitor issues of federal importance and work with the City's government affairs staff and our federal legislative representatives to advance the City Council's 2008 federal legislative priorities.
