TITLE
Recommendation to adopt resolution authorizing City Manager, or designee, to execute an agreement, and any necessary documents including any subsequent amendments, with the California Department of Parks and Recreation’s Office of Grants and Local Services Per Capita Program, to receive and expend grant funds in an amount not to exceed $177,952, for capital improvements at DeForest Park, from April 1, 2022 through December 31, 2023. DISCUSSION
The California Department of Parks and Recreation’s Office of Grants and Local Services (California State Parks) Per Capita Program is funded through Proposition 68, approved by voters on June 5, 2018 and appropriated via State Budget. The Program had $185 million available for local park rehabilitation, creation, and improvement grants to local governments on a per capita basis.
DeForest Park is proposed to receive the entire allocation for capital improvements. The funds will be used to upgrade existing switchgear and for sports fields and restroom improvements which addresses deferred maintenance at the park.
The California State Parks Office of Grants and Local Services will administer the State Per Capita allocations as grants. It is anticipated that the State contracts will be issued after April 1, 2022. The projects must be completed by December 31, 2023.

TIMING CONSIDERATIONS
City Council action to adopt a Resolution and execute an agreement concurrently is requested on March 8, 2022, to ensure the agreement is in place expeditiously.
FISCAL IMPACT
