DISCUSSION
City Council approval is requested to amend existing contracts with Dr. Maryam Abdelnaby, Dr. Melvin Webb, Dr. Sophia Momand, Decton, Inc., and American Correctional Solutions, Inc., for providing jail inmate physician and relief nursing services.

On October 13, 2015, the City Council awarded contracts for jail inmate physician and relief nursing services in an annual aggregate amount not to exceed $600,000, for a period of two years, with the option to renew for two additional one-year periods. However, in this current second year of the contracts, jail inmate physician and relief nursing services costs will exceed the annual contractual authority by $310,000. Additional funds for the current year and subsequent renewals are requested.

Jail inmate physician and relief nursing services are necessary to be in compliance with California Code of Regulations, Title 15, Article 11, Medical/Mental Health Care Services, which indicates the requirements and responsibilities for jail health care services, such as ensuring the provision of emergency and basic health care services are available to all inmates at all times. Multiple on-site medical providers are necessary to avoid any disruption in services.
