DISCUSSION
The Chittick Field project is located in the central part of the City of Long Beach on a site known as the Hamilton Bowl/Chittick Field. The Hamilton Bowl/Chittick Field site, which operates as the Hamilton Bowl Detention Basin, is currently owned and operated by the Los Angeles County Department of Public Works Flood Control District. The Hamilton Bowl/Chittick Field site consists of approximately 19 acres of undeveloped parcels of land used as a flood control detention basin and as a National Pollution Discharge Elimination System (NPDES) compliance site for the City of Long Beach and the City of Signal Hill. The Project Site is also used as a general recreational area for seasonal sports and picnicking by residents of the surrounding community pursuant to a lease agreement with the County of Los Angeles. The roughly 19-acre loosely trapezoid-shaped land parcel is bounded by East 20th Street and the City of Signal Hill to the north, a 12-foot wide alley between Rose Avenue and Gardenia Avenue to the east, commercial parcels fronting on East Pacific Coast Highway to the south, and Walnut Avenue to the west.
