Recommendation to authorize City Manager, or designee, to execute an agreement, and all necessary documents or subcontracts including any subsequent amendments extending the grant term or changing the amount of the award, with the City of Los Angeles, Economic and Workforce Development Department, to accept and expend up to $286,631 in Los Angeles County Youth@Work Programs - Work Based Learning (WBL) funds, to provide eligible at-risk youth and young adults between the ages of 14-24 with subsidized work experience, for the period of July 1, 2022, through September 30, 2022. DISCUSSION
City Council approval is requested to enter into a contract with the City of Los Angeles, Economic and Workforce Development Department (EWDD), to accept and expend funding for Pacific Gateway Workforce Innovation Network (Pacific Gateway), San Pedro-based Harbor Gateway YouthSource Center (Center) to provide eligible at-risk youth and young adults between the ages of 14-24 with subsidized work experience, foundational workplace skills, and connections to the labor force in service areas through the Los Angeles County Youth@Work Program, Work Based Learning (WBL).
Pacific Gateway administers the federal Workforce Innovation and Opportunity Act (WIOA) and other employment and training funds received annually by the City of Long Beach (City). These funds support various employment and educational training programs through the WorkPlace, Harbor Gateway WorkSource Center, Harbor YouthSource Center, Youth Opportunity Center (YOC), and partnerships with selected community organizations. These programs assist job seekers in acquiring skills leading to employment in high-demand occupations by local employers.
