DISCUSSION
On March 22, 2005, the City Council approved a contract with Weidner Consulting, Inc., to develop and implement a comprehensive performance management program. City staff has been working diligently and has made significant progress on this new approach to managing the organization. All City Manager departments have completed Strategic Business Plans, in which they identified the major issues they will face over the next several years, developed solid objectives to address the issues, and designed performance measures that are used to gauge success in addressing these issues.

The FY 2006 Performance-Based Program Budget reflected the first year implementation of the comprehensive performance management system, and the FY 2007 Performance-Based Program Budget will provide even more tangible information about service delivery results and establish more comprehensive performance target goals.

City staff is seeking authorization to amend the original contract to include additional training on Managing for Results for all managers and key City staff. The total amount of the proposed amendment is $88,130.' The Managing for Results training will provide managers and key staff with the tools they need to use performance information in managing City operations. As noted earlier, through development of the Strategic Business Plans, managers established strategic objectives and developed critical performance indicators. However, it is important that City staff learn how to use performance information to manage day-to-day operations to improve service to the public.
