TITLE
Recommendation to authorize City Manager to execute an agreement, and any subsequent amendments, in the amount of $23,907 for a period of one year, between the City of Long Beach Department of Health and Human Services and the County of Los Angeles to provide alcohol and drug abuse rehabilitation services. (Citywide)

DISCUSSION
Since 1998, the City of Long Beach Department of Health and Human Services (Health Department), has provided alcohol and drug treatment and recovery services under contract with the County of Los Angeles. The California Work Opportunities and Responsibilities to Kids (CaIWORKS) program provides crisis intervention, education, direct counseling, group therapy, community outreach and prevention services to substance abusers and their families in the greater Long Beach area. This program is also designed to assist participants in overcoming personal barriers and obstacles to employment.

The current agreement ended on June 30, 2008. In order to continue to provide services, a new one-year agreement needs to be executed for the following:

Health Department Services Provided Term Amount
CalWorks
Alcohol and Drug Treatment and Recovery
Services to Overcome Barriers and 07/01/08 - 06/30/09 $23,907
Obstacles to Employment

This matter was reviewed by Deputy City Attorney Linda Trang on July 17, 2008 and by Budget Management Officer Victoria Bell on July 23, 2008.

TIMING CONSIDERATIONS
City Council action is requested on August 19, 2008 to ensure there is no service interru ption.

FISCAL IMPACT
The total amount of the contract is $23,907 for a period of one year. Sufficient funding has been budgeted in the Health Fund (SR 130) and in the Department of Health· and Human Services (HE) for FY 09. There is no impact to the General Fund.
