Recommendation to authorize City Manager, or designee, to execute all necessary documents to amend and extend the current agreement (05-45244) between the City of Long Beach and the State of California Department of Health Services to provide services under the Community Challenge Grant Program, in an amount not to exceed $210,000 for the period of July 1, 2010 through June 30, 2011. DISCUSSION
Since 1994, the Department of Health and Human Services (Health Department) has been providing teen pregnancy prevention services under the Community Challenge Grant from the State of California Department of Public Health Office of Family Planning (State). On November 17,2009, the City Council adopted a resolution in support of and authorizing a new application to the State to provide these services beyond July 1, 2010. However, on April 8, 2010 the State informed us that they had changed their direction, and instead of opening up a Request For Proposals for a new grant, they would be extending the current agreements for another year. The current agreement term runs from July 1, 2005 through June 30, 2010. This amendment will increase the agreement amount by $210,000 and extend the term for an additional year, ending June 30, 2011. Services include: comprehensive sexuality education; peer provided services; clinic outreach; capacity building for youth service providers; and service learning. Teen pregnancy prevention services are offered to all at-risk populations in the greater Long Beach area.
The overall purpose of the program is to promote and support the well-being, health, and development of Long Beach's youth. Goals of the program include reducing teen and unintended pregnancies and increasing community involvement in building healthy families through awareness of teen unintended pregnancies.
