Authorize City Manager to execute any future documents, including amendments, necessary to accept, implement and administer the grant; and

Increase appropriations in the General Grants Fund (SR 120) in the Department of Parks, Recreation and Marine (PR) by $957,278. (Districts 1,4,6,7,9)

DISCUSSION
On February 8, 2005, the City Council approved agreements with the Long Beach Unified School District (LBUSD) for operation of the 21"' Century Community Learning Center (21"' CCLC) at Burbank, Edison, Garfield, Grant, King, Lafayette, Lee and Hudson Elementary Schools for a one-year period ending June 30, 2005 (Attachment A). LBUSD receives its funding for the Winners Reaching Amazing Potential (WRAP) Program from the State of California Department of Education (CDE) 21"' CCLC grant program. On May 3, 2005, the City Council approved the first amendment to those Agreements (Attachment B) to add start up funding. The CDE has now appropriated funding extending the program from June 30, 2005 through June 30, 2006, and the
LBUSD has issued amendments to the four original Agreements with the City of Long Beach to continue to provide services as set forth in the original Agreements. In the February 8, 2005 City Council letter, the Department of Parks, Recreation and Marine (Department) reported that the grant funds would be disbursed on an annual basis, therefore requiring City Council authorization for execution of the subcontract agreements each year.
