TITLE
Recommendation to authorize City Manager to execute tri-annual Federal Equitable Sharing Agreements between the federal government and City of Long Beach to share funds obtained through federal drug seizures and asset forfeitures.  (Citywide)

DISCUSSION
The Federal Equitable Sharing Program (FESP) strips drug dealers of illegally obtained money and property, which in turn, is shared among participating local law enforcement agencies. The revenue augments the existing police resources to
support additional drug seizures and asset forfeiture activities.
The Long Beach Police Department has participated in the FESP for over fifteen years, which has resulted in the City receiving thousands of dollars from the United States Treasury and Department of Justice. Most recently, the Police Department used asset seizure funds generated from this program to purchase two new helicopters. However, in order to continue participation in this program, the federal government requires a tri-annual agreement to be approved by the City.
