Recommendation to authorize City Manager to execute a contract adding $20,000 to the existing blanket purchase order No. BPTS06000025 with Henry Bros. Electronics, Inc., to continue implementation of Phase I of the City Hall Security Upgrade Recommendation Plan. (District 2)
DISCUSSION
The City Manager's Office, Department of Public Works, Police Department, and Technology Services have been working together with a consultant and contractors in an effort to upgrade City Hall security. In September 2007, the City of Long Beach hired TranSystems Corporation (TranSystems) to evaluate existing security measures at City Hall and make recommendations in light of recent events and growing safety concerns. TranSystems completed the City Hall Security Upgrade Recommendation Plan (Plan) in November 2007. The Plan makes several recommendations and will be implemented in two phases. Phase I consists of lighting enhancements, glass protection, camera installation, access control upgrades, monitoring system improvements, and other measures. A portion of Phase I has already been implemented.
The funds now being requested will allow Henry Bros. Electronics, Inc., of Fullerton, CA (not a MBE, WBE, local or SBE) to complete the remaining electronic aspects of Phase I.
Phase II will consist of further upgrading the City Hall access control and door monitoring system and other Plan recommendations.
CONTRACT BACKGROUND
The original contract with Henry Bros. Electronics, Inc. of $100,000 was for the January 1, 2006 to December 31, 2006 period with two annual renewal options at $50,000 each. The first three years of the contract were for Citywide use, primarily by six departments (Gas and Oil, Harbor, Police, Parks, Recreation and Marine, Public Works and Technology Services) for general electronics services. The third amendment to add $45,000 was for the current upgrades at City Hall, which included recommended security enhancing services and equipment.
