TITLE
Recommendation to authorize City Manager, or designee, to accept the donation of a Ford Transit Van from Deborah Felin-Magaldi to the City of Long Beach, for use as a mobile adoption vehicle, and execute any and all documents necessary to effectuate the donation. (Citywide)

DISCUSSION
Deborah Felin-Magaldi (Donor) recently contacted the City with an offer to donate a custom-outfitted Ford Transit Van to the Animal Care Services Bureau (ACS) for use as a mobile adoption vehicle. The mobile adoption vehicle will transport shelter animals to offsite locations throughout Long Beach, where they will be displayed and made available for adoption by the public. Additionally, the vehicle will be used to transport animals from ACS to airport and/or shelter locations throughout the region, where they will be transported to facilities across the country and made available for adoption. Lastly, the vehicle can be used in emergency situations as a temporary animal shelter or medical facility in the event of a natural disaster or hoarding situation. The donation of the mobile adoption vehicle will provide continued support to the ACS adoption program.

This matter was reviewed by Deputy City Attorney Arturo D. Sanchez and by Budget Operations Administrator Grace Yoon on June 13, 2016.

TIMING CONSIDERATIONS
City Council action is requested on July 5, 2016, in order to formalize an agreement with the Donor.

FISCAL IMPACT
There are no direct costs to the City of Long Beach for the transfer of ownership of the Ford Transit Van. The Donor will purchase the vehicle and customize it for approximately $145,000. PRM will be responsible for the ongoing maintenance and fuel costs for the vehicle, estimated at approximately $3,000 per year. Annual expenditures will not exceed $3,000, and sufficient funds are budgeted in the General Fund (GF) in the Parks, Recreation and Marine Department (PR). There is no local job impact associated with this recommendation.
