TITLE
Recommendation to authorize City Manager to execute all documents necessary for the First Amendment to Memorandum of Understanding No. 29537 with The Salvation Army to continue mutual efforts to bring a Ray and Joan Kroc Corps Community Center to the City of Long Beach to be located at Chittick Field. (District 6)
DISCUSSION
In August 2005, The Salvation Army approached City staff with a proposal to locate a Ray and Joan Kroc Corps Community Center (Center) within the City. The vision of the Center is to provide facilities and programs of superb quality that provide children, youth, families and individuals with educational, recreational, arts and other activities that build character, confidence and competence. Joan Kroc funding is available for the capital development of the Center and some limited ongoing operational costs. To date, the following activities have occurred related to this project:
· On January 24, 2006, the City Council authorized the execution of Memorandum of Understanding No. 29537 (MOU), setting forth certain cooperative efforts of the parties, with a term that expires December 31, 2007.
· On June 19, 2007, the City Council authorized the execution of Lease No. 30310 (Lease) with the Los Angeles County Flood Control District (LACFCD) for a 65-year term for the use of Chittick Field for recreational purposes.
· On November 20, 2007, the City Council authorized the execution of the First Amendment to Lease No. 30310 with LACFCD to extend the term of the Lease to 99 years, expiring on June 30, 2106.
· City staff have contracted with Sapphos Environmental to begin the environmental and entitlement process for the project.
The MOU will terminate on December 31, 2007. In order to demonstrate the parties' ongoing cooperation to locate a Center in Long Beach, a First Amendment to Memorandum of Understanding No. 29537 has been proposed containing the following major provision:
