Recommendation to adopt plans and specifications No. R-6676 for the landfill closure and construction of 55th Way Neighborhood Park; authorize City Manager to award the contract to Environmental Construction, Inc., in an estimated amount of $4,278,903, plus a 25 percent contingency in the amount of $1,069,726, for a total estimated award of $5,348,629; and execute all necessary documents related to the contract. Increase appropriations in the Capital Projects Fund (CP) in the Department of Public Works (PW) by $1,800,000. (District 9)
DISCUSSION
In January 2003, the City began construction of the North Police Station at Scherer Park. Prior to construction, the City had to seek permission from the State Department of Parks and the National Park Service for conversion of a portion of Scherer Park to non-park use. To comply with requirements of the State and National Parks, the City of Long Beach has committed to replacing existing parkland at Scherer Park, which was converted for use in the construction of the North Police Station, with at least five acres of parkland within a two-mile radius of Scherer Park. The vacant site to be converted to
a park is a portion of a former municipal solid waste landfill located at 2910 East 55th Way in north Long Beach (See attached map). The 55th Way site is a 5.5-acre parcel, which has been identified for conversion from industrial use to recreation and open space use. The recreation and open space uses will include a multi-purpose field, two basketball half courts, a tot-lot and play equipment. Improvements include an access road, parking lot, restroom, shade structure, site furnishings, site lighting, retaining walls, fences and gates, irrigation, hardscape and landscaping.
