DISCUSSION
Since 1997, the Long Beach Police Department has utilized four acres of land owned by the United States Government, Department of the Navy, for use as a Driver Training Center. The area is located east of the Navy-Marine Corps Reserve Center, 801 Reeves Avenue, Terminal Island, California.
 
The Navy anticipates relocation of the Navy-Marine Corps Reserve Center, but has agreed to extend the current agreement for an additional year, until September 30, 2009. This renewal will allow the Police Department to continue various driver-training programs already in place while another location is sought.
 
This letter was reviewed by Deputy City Attorney Gary Anderson on November 10, 2008, and Budget Management Officer Victoria Bell on November 11, 2008.
 
TIMING CONSIDERATIONS
City Council Action is requested on December 9, 2008, in order to continue utilizing the property for training purposes until relocation of the Navy-Marine Reserve Center.
 
FISCAL IMPACT
The cost to the Police Department for use of the land will be $1,200. This project has qualified for a categorical exemption, CEP-575-97, under the California Environmental Quality Act.
