TITLE
Recommendation to authorize City Manager to execute a contract with ProForce Marketing, Inc., for the purchase of taser equipment and accessories in an amount not to exceed $200,000. (Citywide)

DISCUSSION
The Police Department is requesting authorization to enter into a contract for the purchase of taser equipment and accessories from ProForce Marketing, Inc. The purchase of tasers will provide officers with a less-lethal alternative to the use of their service weapon. ProForce Marketing, Inc., is the sole authorized taser distributor to police departments for Southern California.

An estimated 214 tasers and accessories, at an amount not to exceed $200,000, are requested to increase the number of officers equipped to respond with a less-lethal weapon when confronted with violent and/or non-compliant subjects. It is the intention of the City of Long Beach to eventually provide tasers to all sworn officers, transportation officers, Park Rangers, as well as security officers in specified details.

This matter was reviewed by Deputy City Attorney Gary Anderson on May 14, 2007 and Budget and Performance Management Bureau Manager David Wodynski on May 11, 2007.

TIMING CONSIDERATIONS
City Council action on this matter is requested on June 5, 2007 to expedite the purchase of less-lethal equipment for officers.

FISCAL IMPACT
The Police Department portion of approximately $140,000 will be paid out of State COPS Grant funds (SR 120) with no impact to the General Fund. The Marine Patrol amount of approximately $5,500 will be funded through the Tidelands Fund (TF 403).
The Long Beach Airport amount of approximately $27,500 is not a part of the current Airport MOU and will be reimbursed to the Police Department through the Airport Enterprise Fund (EF 320).
