DISCUSSION
On June 9, 2006, the Department of Public Works submitted a grant application to the State Water Resources Control Board (SWRCB) for funding from the Urban Stormwater Program Prop 40 grant program to significantly reduce trash and debris entering the Los Angeles River (River). On October 2, 2006, the City was notified that it had been approved to receive grant funding in the total amount of $566,000 for installation of a full capture trash net system at pump station 11.

This trash net system is similar to those located at other City pump stations that have proven to be effective at capturing trash, sediment and green waste. As an additional benefit, bacteria attached to trash and debris will be captured prior to entering the River.

In order to draft and execute an agreement between the City and the SWRCB, the SWRCB requires that a resolution be adopted by the City Council authorizing its designated representative to sign an agreement and any amendments with the State of California. The proposed resolution is attached.

This matter was reviewed by Deputy City Attorney Lori A. Conway on November 2, 2006, and Budget Management Officer David Wodynski on October 24, 2006.

TIMING CONSIDERATIONS
City Council action on this matter is requested on November 14, 2006, to authorize receipt of grant funding.
