TITLE
Recommendation to authorize City Manager to execute a cooperative agreement with the City of Montebello to provide use of the Montebello Fire Department Canine Search and Rescue Team. (Citywide)
DISCUSSION
The Long Beach Fire Department's (LBFD) Urban Search and Rescue vehicle is an approved heavy rescue unit as certified by the Office of Emergency Service (OES). It can be used to determine and implement the tactics and operations for locating and providing medical stabilization, treatment and extraction of entrapped victims of disasters.The Montebello Fire Department maintains a Search and Rescue Team consisting of canine handlers and their search dogs. These canines are trained to locate and identify the position of trapped victims of catastrophes. The Montebello Fire Department has agreed to provide canine handlers and their dogs to the LBFD for incidents within Long Beach, when available. This cooperative agreement would supplement the City's ability to provide qualified technical rescue services and does not require any additional staff commitment or financial obligation from the LBFD. Traditionally, the LBFD has supported partnerships with surrounding agencies. Relationships between agencies and fire departments are of mutual benefit and serve a public purpose. This item was reviewed by Deputy City Attorney Richard Anthony on August 15, 2005 and Budget Management Officer David Wodynski on August 15, 2005.
TIMING CONSIDERATIONS
City Council action on this matter is requested on August 23, 2005 in order to have the agreement in place in case of emergency.
