TITLE
Recommendation to adopt Plans and Specifications No. R-6770 for the construction of airfield signage replacement at the Long Beach Airport; and authorize City Manager to execute a contract with
RB Development, the lowest responsible bidder, in an estimated amount of $808,650, plus a 25 percent contingency amount of $202,162, if necessary. (District 5)
DISCUSSION
The existing airfield signage system at the Long Beach Airport consists of over 260 lighted signs that provide directional guidance to pilots. Approximately 150 signs are faded, older styles and their replacement is necessary to improve and maintain safety on the airfield. This project primarily consists of the replacement of these signs with new signs that meet Federal Aviation Administration (FAA) standards. Additionally 90 panels on existing newer signs will be upgraded to recently amended FAA safety standards.
The project will also include the replacement of obsolete edge lighting on Taxiway F, a portion of which is currently inoperable. New edge lighting will be LED, thereby reducing airfield electrical use.
City Council adoption of the plans and specifications and award of the contract are being recommended concurrently to expedite implementation of this project. The project was advertised for bid May 15, 2009, and bids were opened June 10, 2009. Information regarding the bid and RB Development, of Big Bear City, is provided on the attached Contract Award Document.
In accordance with the California Environmental Quality Act, Categorical Exemption No.
CE-05-09 has been issued for this project. The project received a Categorical Exclusion pursuant to FAA Order 1050.1 E, and in accordance with the National Environmental Protection Act, on January 18, 2009.
