TITLE
Recommendation to authorize City Manager to execute all necessary documents to receive and expend grant funding from the University of California Berkeley Safe Transportation Research and Education Center, administering the Sobriety Checkpoint Grant Program for 2013-2014 grant funds for the California Office of Traffic Safety; and increase appropriations in the General Grants Fund (SR) in the Police Department (PD) by $120,682. DISCUSSION
On August 22, 2013, the Long Beach Police Department (PD) was awarded grant funding for the second consecutive year from the University of California Berkeley Safe Transportation Research and Education Center, administering the Sobriety Checkpoint grant funds for the California Office of Traffic Safety in the amount of $120,682. The goal of the grant is to reduce the number of victims killed and injured in alcohol-involved crashes in cities participating in this program. The PD will expend the grant for overtime and supplies to conduct 12 sobriety checkpoint operations during the period of October 1, 2013 through September 30, 2014.
This matter was reviewed by Deputy City Attorney Gary Anderson on September 9, 2013 and Budget Management Officer Victoria Bell on September 13, 2013.
TIMING CONSIDERATIONS
City Council action on this matter is requested on October 1, 2013, to expedite use of the grant funds.
FISCAL IMPACT
As the Sobriety Checkpoint grant is currently unbudgeted, an appropriation increase in the General Grants fund (SR 120) in the Police Department (PD) in the amount of $120,682 is included in the recommendation. Grant revenues will offset the expense appropriation, and the grant does not require matching funds. There is no impact to the General Fund and no local job impact associated with the recommended action.
