DISCUSSION
Each program year the State allocates Rapid Response funds to the Local Workforce
Investment Areas (LWIAs) to provide services for significant permanent closures, mass
layoffs, or national or other disasters resulting in mass job dislocations, and support to
businesses for retention and expansion efforts.
In July 2005, the State issued an application for Rapid Response Special Projects
Funding for program year 2005-2006. In response, the Community Development
Department (CD) and partner agencies submitted an application for funding to enhance
service delivery and resources available to businesses through formation of a Long
Beach Business Expansion and Retention Network (Network). The State has notified
the City of an award of $249,789 for the period of December 1, 2005 through December
31,2006.
The primary purposes of the Network will be to develop common marketing materials
and methods to ensure businesses can connect to services and resources available to
them. Other initiatives include: outreach to businesses representing declining
industries, collaboration among agencies within the Network, and collection of timely
data to identify the emerging and future needs of businesses. Network members
include the CD’s Workforce Development Bureau, the Economic Development Bureau,
the California Employment Development Department, and the Greater Long Beach
Chamber of Commerce.
This letter was reviewed by Deputy City Attorney Everett L. Glenn on December 13,
2005, and Budget Management Officer David Wodynski on December 29,2005 .
