DISCUSSION
In 2011, the Long Beach Airport (Airport) began the Airfield Geometry Study Phase 1 (Study), which analyzed the airfield in terms of improving pavement geometry efficiency, enhancing safety, and preserving capacity. The Study developed several airfield layout alternatives taking these goals into consideration. On December 2, 2014, the City Council approved Alternative 3A of the Study, which includes the decommissioning of Runways 16L-34R and 16R-34L, realignment and shortening of Runway 7R-25L, and other airfield adjustments.

On December 9, 2014, the City Council authorized the City Manager to apply for Federal Aviation Administration (FAA) grant funds to develop a new Airport Layout Plan (ALP) and associated official maps and documents required to maintain the Airport under Airfield Geometry Study Phase 2 (ALP Update). The ALP Update, subject to the FAA’s approval, integrated the recommended changes defined under Alternative 3A.

On October 20, 2015, the City Council authorized the City Manager to execute Contract No. 34105 with HNTB Corporation (HNTB), for planning and engineering consulting services for the ALP Update at the Airport, in the amount of $873,497 for one-year, including an option to extend the term for one additional year. The First Amendment was executed on March 11, 2017, to extend the term through November 8, 2017. The contract work resulted in the ALP Update, which the FAA approved on July 6, 2017.
