TITLE
Recommendation to authorize City Manager to execute amendments to Agreements No. 28533 and No. 28534 with the State of California, Department of Boating and Waterways (DBAW), related to grant funds for the modification of the Alamitos Bay Marina Harbormaster's Dock and the installation of vessel pumpout facilities in the Alamitos Bay and Shoreline Marinas; extending the term for these grants and accepting a recommended increase of the pumpout grant from $50,000 to $140,000; and increase appropriations in the Tidelands Operating Fund (TF) in the Department of Parks, Recreation and Marine (PR) by $385,000. DISCUSSION
On September 23, 2003, City Council approved resolutions authorizing the City Manager to apply for and accept grants from DBAW for the purchase and installation of pumpouts at various locations in the Alamitos Bay and Shoreline Marinas in the amount of $50,000, and for dock modifications of the Alamitos Bay Marina Harbormaster's dock in the amount of $245,000. DBAW is requiring an extension of the term for these two grants to allow for completion of the projects. In addition, since the approval of these grants, DBAW has become more aggressive in ensuring there are sufficient operable pumpout stations for vessels in the area, and has approached the City offering a $90,000 amendment to the original grant, increasing the grant from $50,000 to $140,000. This DBAW funding, totaling $385,000, has not been appropriated; therefore, an appropriation increase for the total amount of the grants is included in this letter.
This matter was reviewed by Deputy City Attorney J. Charles Parkin on November 28, 2005, and Budget Management Officer David Wodynski on November 21,2005.
TIMING CONSIDERATIONS
City Council action is requested on December 13, 2005, so the projects can proceed and can be completed within the term of the grants.
