DISCUSSION
The City of Long Beach (City) has historically used consultants on an as-needed basis for certified materials testing and inspections, and construction management of various capital projects. This is necessary as the City’s Public Works Department (PW) does not have the capacity to provide all project services using in-house staff, particularly in specific areas of materials testing and inspection, certification, and construction management support. In addition, these services are typically used by other various City departments that have capital projects, such as the Long Beach Gas and Oil Department (GO), Parks, Recreation and Marine Department (PRM) and Airport Department (AP).
On January 4, 2011, the City Council authorized as-needed contracts with eight certified materials testing and inspections and construction management firms, for an aggregate total of $8,000,000, over an initial three-year period, with potential amendments to renew for two additional one-year terms. On January 7, 2014, the City Council approved term extensions and increased the aggregrate contract authority to $10,000,000. Most recently, on May 19, 2015, the City Council extended the term of five existing firms through January 31, 2017, and increased the aggregate total contract authority to $12,750,000.
