TITLE
Recommendation to authorize City Manager, or designee, to execute all necessary documents and any subsequent amendments that change the terms or increase grant amounts between the City of Long Beach and the Los Angeles Emergency Food and Shelter Program, in an amount not to exceed $12,000, for a period of one year. (Citywide)

DISCUSSION
The Emergency Food and Shelter National Board Program was created in 1983 to supplement the work of local social service organizations within the United States, both private and governmental, to help people in need of emergency assistance. This collaborative effort between the private and public sectors has disbursed over $3.7 billion in federal funds during its 28-year history. The Emergency Food and Shelter Program has community Boards that allocate federal funds to supplement the work of local agencies providing food, shelter, rental assistance, and utility assistance.

The Los Angeles Emergency Food and Shelter Program (EFSP) Local Board has provided grant funding to the City of Long Beach Department of Health and Human Services since 2004. This year’s grant award for emergency motel and food vouchers, which will be formally awarded in August 2012, will not exceed $12,000. These motel and food vouchers will augment resources for homeless persons served at the Long Beach Multi-Service Center and assist in housing families until emergency, transitional or permanent shelter beds are available.

This matter was reviewed by Deputy City Attorney Linda Trang on August 16, 2012 and Budget Management Officer Victoria Bell on August 20, 2012.

TIMING CONSIDERATIONS
City Council action is requested on September 11, 2012 to allow reimbursement for activities funded by this project, which commenced on September 1, 2012.

FISCAL IMPACT
