Recommendation to adopt resolution making certain findings regarding the construction of certain public improvement projects with North Long Beach Redevelopment Project Area Funds. (District 9)
DISCUSSION
On July 13, 2009, the State Water Resources Control Board (SWRCB) and the City of Long Beach (City) entered into a project finance grant agreement through the Clean Water State Revolving Fund under the American Recovery and Reinvestment Act (ARRA) for improvements to the Pump Station SD13 in North Long Beach. The project was advertised for bid on October 23, 2009, and bids were opened on November 19, 2009. The Long Beach City Council approved a contract with the lowest responsive bidder, Humphrey Constructors, on December 15, 2009.
The storm drain project is designed to assist in the removal of blight through the capture and removal of trash and debris prior to entering storm drain pumps. This will significantly reduce the amount of trash and debris discharged into the Los Angeles River. A vicinity map of the area is attached as Exhibit A.
The Department of Public Works does not have sufficient funds to cover the full project, particularly related to architectural, engineering, and other soft costs. Since no other reasonable means of financing have been found, the Long Beach Redevelopment Agency (Agency) proposes to subsidize the unfunded balance of the project.
California Redevelopment Law provides that the Redevelopment Agency may, with the consent of the City Council, pay for public improvements that are publicly owned either within or outside of a Redevelopment Project Area, if the City Council determines all of the following:
· That the construction of such public improvements is of benefit to the redevelopment project area or the immediate neighborhood in which the public improvement project is located.
· That no other reasonable means of financing the public improvements are available to the community.
