DISCUSSION
City Council approval is requested to enter into a contract with Sully-Miller Contracting Co., for the purchase of asphalt concrete and related materials. Services are essential to Public Works, Parks Recreation and Marine, Energy Resources and various departments citywide in order to complete projects in a timely manner.

The bid was advertised in the Long Beach Press-Telegram on January 5, 2023, and nine potential bidders specializing in construction services were notified of the bid opportunity. Of those bidders, three downloaded the bid via the City’s electronic bid system. The bid document was made available from the Purchasing Division, located on the sixth floor of City Hall, and the Division’s website at www.longbeach.gov/purchasing . A bid announcement was also included in the Purchasing Division’s weekly update of Open Bid Opportunities, which is sent to 42 local, minority-owned, and women-owned business groups. There was one bid received on January 30, 2023. Sully-Miller Contracting Co., was the lowest and only bidder. Sully-Miller Contracting Co., is not a Minority-owned Business Enterprise (MBE), Women-owned Business Enterprise (WBE), certified Small Business Enterprise (SBE), or a Long Beach vendor (Local).
