DISCUSSION
During July 12-15, 2007, I traveled to San Diego, California to participate in the Independent Cities Association 4ih Annual Seminar.
 
The Independent Cities Association is a nonprofit public benefit corporation established in 1961 by the full service cities (cities that provide their own police and/or fire services) in Southern California to educate, advocate and provide information on issues of common concern. ICA member cities work in cooperation with one another and all levels of government to achieve goals and provide services that are beneficial to Southern California cities.
 
The seminar featured a series of workshops, programs and speakers that addressed critical topics of interest to the City of Long Beach, including gang related crimes and injunctions, controlling graffiti using a comprehensive approach, eminent domain update, transportation gridlock, alternative fuel vehicles, and California's water supply.
