TITLE

DISCUSSION
The City of Long Beach, Department of Health and Human Services' Animal Control Division (Division) has provided animal control services to the City of Cerritos since 1989 and the City of Los Alamitos since 2001. Under Agreements with each city, the Division provides full animal control services to the cities of Cerritos and Los Alamitos, including impounding and housing of animals, enforcement of animal control regulations and dog license canvassing. The Division also provides similar animal control services to the cities of Signal Hill and Seal Beach under separate agreements.

Agreement No. 28857 with the City of Cerritos and 28885 with the City of Los Alamitos expired on June 30, 2007, and the Division has negotiated increases in these agreements that provide for full cost recovery. Long Beach residents will not be adversely impacted by the new agreements and the level of service provided by the Division will not be affected.

This matter was reviewed by Deputy City Attorney Lori A. Conway on August 13, 2007 and Budget and Performance Bureau Manager David Wodynski on August 17, 2007.

TIMING CONSIDERATIONS
City Council action on this matter is requested on September 4, 2007, as the current agreements expired on June 30, 2007.

FISCAL IMPACT
The City of Cerritos agrees to pay $196,392 and the City of Los Alamitos agrees to pay $80,764 for full animal control services for each contract year during the July 1, 2007 through June 30, 2009 term. The new ...
