TITLE
Recommendation to receive and file report on the League of California Cities Legislative Conference.
 
DISCUSSION
The League of California Cities held a Legislative Conference in Sacramento, CA during January 11 through January 13. The Mayors and Council members of the League's member cities attended the conference in order to enhance our effectiveness as policy makers and to engage one another on ways to improve the cities we represent.
 
The benefits to the City for attending the Conference include:
o Learning the legal requirements and limitations on cities,
o Determining conflicts of interest and city reporting requirements,
o Learning how to exercise the public fiduciary responsibility; and,
o Identifying fiscal resources available to the City.
 
These subjects were discussed in workshops and open forums moderated My by prominent City staff and policy makers from throughout the State. involvement in discussions on the following subject was beneficial to the City:
 
o Relationship between Council, City Manager and City Attorney - Managing competing interest and legitimate values.
o How to Build and Maintain the Public's Trust - Legal requirements and Practical Ethics to resolve conflicts and develop public trust.
o Your Policy Role in Land Use Planning - Developing a solid working relationship with the City's Planning Commission and Staff.
 
I worked to ensure, in all of the workshops and forums I attended, that subjects discussed provided benefits to the City of Long Beach and that the needs of our city remain foremost with the League of California Cities.
