FY 12-001, as it relates to the Housing Opportunities for Persons with AIDS program. (Citywide)

DISCUSSION
In mid-January 2013, the Housing Authority received notification from the Los Angeles Housing Department (LAHD) regarding its new Policy on Conflict of Interest - Directive Number FY12-001, as it relates to the Housing Opportunities for Persons with AIDS (HOPWA) program. This new Policy states that all contractors with the LAHD must adopt Los Angeles' Conflict of Interest provisions as stated in Directive Number FY12- 001. This new requirement became effective as of May 1, 2012 and affects any new LAHD agreements and/or amendments to existing LAHD contractor agreements.

Such conflict of interest provisions required by the LAHD for the Housing Authority are in addition to the conflict of interest items outlined in the Ethics Guide for Long Beach City Officials and Employees. If provisions for Long Beach and the LAHD conflict, the more restrictive or stringent provision would apply.

Since 1999, the Housing Authority has contracted with the LAHD for the HOPWA program. This program provides rental assistance to approximately 50 HOPWA families per month, and also provides housing case management services, including periodic grants to assist clients with catch-up rent, utility payments and moving expenses to almost 200 clients in the City of Long Beach every year. The current HOPWA Program Tenant Based Rental Assistance and Other Supportive Services grant in the amount of $914,000 expires on March 31, 2013.
