Recommendation to authorize Police Department to receive $104,000 of appropriation in unspent UASI 08 grant funds from the Harbor Department; and increase appropriations in the General Grants Fund (SR 120) and in the Police Department (PD) by $104,000. (Citywide)
DISCUSSION
On October 13, 2009, the City Council authorized the City Manager to execute all necessary documents to receive and expend grant funding from the 2008 Urban Area Security Initiative (UASI 08) Grant in the amount of $3,951,754 for several City departments, including the Police and Harbor Departments. The grant funds focus on protecting the City's assets and resources and are primarily used for public safety training and exercises, developing plans and protocols, purchasing personal protective equipment and enhancement of critical infrastructure. The Police Department share of these monies was $1,937,211.
One of the Police Department projects funded by the grant monies is the Long Beach Common Operating Picture (LBCOP). LBCOP is a situational awareness management program that includes video surveillance monitoring equipment for real time information for both everyday Police response and critical incidents to receive and distribute information. The program will be utilized on a daily basis in the Police Communications Center. The components include: video display units; integrated computer hardware system; desktop computers; computer servers; storage for virtual drives and file transfers; software network system; and network switch.
This program will provide information to assist in both local and region wide situational awareness and operational efforts by providing real-time observations, information, intelligence, and notification capabilities.
Initially, $300,000 in UASI 08 funds was dedicated for LBCOP. The procurement process resulted in a low proposal of $404,000; therefore, an additional $104,000 is needed to complete the project. The Harbor Department received $500,000 in UAS...
