TITLE
Recommendation to adopt Plans and Specifications No. R-6903 for the rebuild of the Alamitos Bay Marina Fuel Dock, award the project and authorize City Manager to sign all documents necessary to enter into a contract with Encon Technologies, Inc., and any necessary amendments thereto, in the amount of $743,789 for bid line items 1, 2, and 4 through 8 (three-inch piping option); and increase appropriations in the Marina Fund (TF 403) in the Department of Parks, Recreation and Marine (PR) by $914,536. DISCUSSION
The City of Long Beach owns three full-service marinas, including the Alamitos Bay Marina (ABM), Long Beach Shoreline Marina (Shoreline Marina), and Rainbow Harbor/Rainbow Marina, which are operated by the Department of Parks, Recreation and Marine (PRM). These marinas provide economical boat mooring in a location that has rapid access to open water, prevailing winds, close proximity to Catalina Island and practically perfect sailing conditions year round. Both ABM and Shoreline Marinas have historically provided fueling docks for the recreational vessels in the City’s marinas, vessels launched from one of the City’s launch ramps, vessels visiting the City from other areas, and vessels stored in private slips in the City.
In March 2011, staff determined that the ABM fuel dock was in need of a full upgrade due to the age and condition of the site. To ensure ongoing compliance with regulations, the site was immediately closed, and preliminary repairs were made in order to reopen the site and continue service to the marina. Authorization is now requested authority to proceed with the remaining upgrades within the appropriate time frame required to maintain compliance. These upgrades include the removal of the existing underground storage tank system (including five tanks, piping and dispensers), soil sampling, and the installation of two new 12,000 gallon tanks, piping, three dispensers, and a monitoring system.
