TITLE

Accept Statutory Exemption SE-20-81. (District 6)

DISCUSSION
When significant new development is proposed, the Public Works Department (Public Works) provides for widening the adjacent public rights-of-way to the standards established in the City of Long Beach (City) General Plan. For the construction of a four-story, 100 percent affordable senior housing development consisting of 67 affordable residential units, one manager’s unit, and 4,000 square feet of commercial tenant space, the developer has agreed to conditions of approval that include a five foot alley dedication along lots 19-24 and a seven foot dedication along East Pacific Coast Highway (Attachment A).

City staff conducted a review of the affected agencies and there were no objections to the proposed easement to be dedicated.

In conformance with the California Environmental Quality Act, Statutory Exemption SE-20-81 was issued on September 1, 2020 (Attachment B). Public Works seeks authorization to accept the dedication of easement for the right-of-way widening purposes and acceptance of Statutory Exemption SE-20-81.

This matter was reviewed by Deputy City Attorney Erin Weesner-McKinley on January 18, 2022 and by Budget Management Officer Nader Kaamoush on January 20, 2022.

TIMING CONSIDERATIONS
City Council action on this matter is not time critical.

FISCAL IMPACT
An easement dedication processing fee in the amount of $3,313 was deposited in the General Fund Group in the Public Works Department. This recommendation has no staffing impact beyond the normal budgeted scope of duties and is consistent with existing City Council priorities. There is no local job impact associated with this recommendation.
