TITLE

DISCUSSION
On October 5, 1993, the City Council authorized Agreement No. 23214 with Tiburon, Inc., now CompuDyne Public Safety & Justice, Inc., (CompuDyne) for the purchase of Computer Aided Dispatch (CAD) and Records Management System (RMS) software and maintenance for the Police and Fire departments. That agreement has been amended several times to provide for customization of software, annual maintenance, and most recently, the sixteenth amendment upgraded the police property system to include bar-coding capabilities and an interface from the Human Resource Management System to the CompuDyne Records Management System.

City Council approval is currently requested to enhance the existing CAD system with a new digital map enhancement that will better support 9-1-1 call processing and the management of field unit resources. The CompuDyne CAD software is a critical application used by the Police and Fire Department to process calls for service from the public and manage field resources. The calls for service and field activity data captured by CAD is also used for planning activities relative to staffing, crime analysis and homeland security. The CAD system is also used to support the Signal Hill Police Department and security operations at the Long Beach Airport.

The proposed digital map enhancement will be used to visually plot the location of incoming 9-1-1 phone calls and CAD calls for service from the public. A digital map display would be located at each 9-1-1 phone and radio operator position in Police .Communications, Fire Communications and the Airport communications facility.
