Recommendation to authorize City Manager to execute an Affiliation Agreement for a period of five years, and all necessary amendments including term extensions, with the Regents of the University of California, on behalf of the University of California, Los Angeles (UCLA) Center for Prehospital Care - Daniel Freeman Hospital Paramedic Education Program for the Long Beach Fire Department to provide field internships to students completing Emergency Medical Technician-Paramedic training. DISCUSSION
The Regents of the University of California, through its affiliation with the UCLA Center for Prehospital Care - Daniel Freeman Hospital Paramedic Education Program (UCLA-DFH), provides a curriculum for Emergency Medical Technician-Paramedic (EMT-P) training. The training curriculum includes a field internship wherein a student is assigned to a paramedic unit and functions as a paramedic under the supervision of two licensed paramedics. UCLA-DFH is one of several EMT-P training programs to which the Long Beach Fire Department (LBFD) sends its firefighters to obtain paramedic training.
Since 2004, the City of Long Beach has had an Affiliation Agreement with the Regents of the University of California, allowing Long Beach firefighters to serve their field internships with the LBFD while enrolled in the UCLA-DFH EMT-P training program. In addition, the LBFD allows field internships for UCLA-DFH students from other fire departments as space permits. The Affiliation Agreement clearly states the goals and objectives of the training program and properly indemnifies both parties from the actions of the other. This program will continue to operate at no cost to the City.
City Council approval is requested to authorize the City Manager to execute an Affiliation Agreement with the Regents of the University of California, UCLA-DFH for a period of five years with the option of executing amendments for the purpose of extending the Agreement.
