TITLE
Recommendation to authorize City Manager to execute the Fourth Amendment to Contract No. 28247 with Bureau Veritas North America, Inc., (formerly known as Berryman & Henigar) and to increase the contract amount by $500,000. (Citywide)

DISCUSSION
On March 25, 2003, the City Council authorized the City Manager to execute a contract with several consulting firms, including Berryman & Henigar, now known as Bureau Veritas North America, Inc., to provide as-needed architectural, electrical, mechanical, structural, survey, geotechnical and other related professional services. The City of Long Beach uses consultants on an as-needed basis to provide such specialized expertise and continues to utilize such services to assist with delivery of the Capital Improvement Program (CIP) in the Public Works Department.

The City needs to increase its contract authority with Bureau Veritas by $500,000, in order to allow for the completion of survey work related to pending subdivision map approvals as well as field surveys required for current CIP projects. A Request for Proposal (RFP) to retain additional as-needed consulting firms to provide these services has recently been issued. This amendment is only intended to maintain these specific consultant services until replacement contracts are in place.

This matter was reviewed by Deputy City Attorney Lori Conway and Performance Management Bureau Manager Dave Wodynski on July 9,2007.

TIMING CONSIDERATIONS
City Council action on this matter on July 17, 2007, will allow continued timely approval of pending subdivision maps.

FISCAL IMPACT
As individual projects are identified out of the CIP, work orders are issued for each project. Each work order will be funded from the source identified for each particular project. Sufficient funds to cover these project costs are budgeted in various capital improvement project funds in the Department of Public Works and no appropriation increase is required.
