TITLE
Recommendation to authorize City Manager to execute all necessary documents to receive and expend grant funding from the Federal FY 08 Edward Byrne Memorial Justice Assistance Grant Program; and increase appropriations in the General Grants Fund (SR) and in the Police Department (PD) by $124,223.  (Citywide)

DISCUSSION
The Long Beach Police Department was recently awarded grant funding from the Department of Justice, Bureau of Justice Assistance for the FY 08 Edward Byrne Memorial Justice Assistance Grant (JAG) Program, Local Solicitation, in the amount of $124,223. The grant monies will be used to support a specially trained and selected Deputy Probation Officer (DPO) assigned by the County of Los Angeles to provide enhanced probation services to the City of Long Beach.

The anticipated contract amount for the DPO is $140,000. The grant will pay $124,223, and the remaining $15,777 will be funded from interest earnings from the State COPS (SLESF) grants.

This item was reviewed by Deputy City Attorney Gary Anderson on September 15, 2008, and Budget Management Officer Victoria Bell on September 18, 2008.

TIMING CONSIDERATIONS
City Council action on this matter is requested on October 7, 2008, to expedite use of the grant funds.

FISCAL IMPACT
The JAG grant is currently unbudgeted; therefore, an appropriation increase is included in the recommendation. The expense appropriation will be fully offset by grant revenues and the grant does not require matching funds.

SUGGESTED ACTION
Approve recommendation.

Respectfully Submitted,

Anthony W. Batts
Chief of Police
