TITLE

DISCUSSION
The infrastructure on Orange Avenue at Alamitos Avenue from 15th Street to Barcelona Place is in need of rehabilitation. The rehabilitation work consists of replacing damaged curbs and gutters, driveways, alley entrances and sidewalks; construction of a catch basins, storm drain laterals and manholes; trimming and root pruning trees;
reconstructing areas of deteriorated pavement; cold milling and resurfacing the pavement; and installing pavement markers, markings, traffic striping, signing and curb paint. A vicinity map of the area is attached as Exhibit A.

City Council's adoption of the plans and specifications and award of the contract to the lowest responsible bidder are being recommended concurrently to expedite implementation of this project. The project was advertised for bid on June 23, 2008, and the bids were opened on July 23, 2008. Information regarding All American Asphalt is provided on the attached contract awards document as Exhibit B.

This matter was reviewed by Deputy City Attorney Linda Trang on July 1, 2008 and by Budget Management Officer Victoria Bell on August 1, 2008. In accordance with the California Environmental Quality Act, Categorical Exemption No. CEP-503-06 has been issued for this project.

SUSTAINABILITY

The project will include the installation of debris deflectors and trash/bacteria filter inserts into catch basins located along this stretch of roadway to treat and improve the quality of the storm water runoff water from these streets.
