TITLE
Recommendation to adopt Specifications No. PA-01209 and award a contract to Allstar Fire Equipment to furnish and deliver breathing apparatus and related equipment, in the total estimated annual amount of $1,200,000, of Urban Area Security Initiative 2006 (UASI 06) grant funding, for a period of one year, with the option to renew for two additional one-year periods, in the amount of $225,000 annually, supported by the General Fund, at the discretion of the City Manager. DISCUSSION
City Council approval is requested to enter into an annual contract for furnishing and delivering Scott Health and Safety Products, Self Contained Breathing Apparatus (SCBA) and related equipment and service. A self-contained breathing apparatus is a device worn by first responders, firefighters, industrial workers and others to provide breathable air in environments that are Immediately Dangerous to Life and Health (IDLH). This award combines the estimated annual requirements for the Fire Department (FD) to secure pricing at the highest possible discount available.
The UASI Program provides financial assistance to address the unique multi-disciplinary planning, operations, equipment, training, and exercise needs of high-threat, high-density urban areas, and to assist them in building and sustaining capabilities to prevent, protect against, respond to, and recover from threats or acts of terrorism. The Fire Department, through the UASI 06 grant program, is able to procure these SCBA's and update their current equipment inventory.
The bid was advertised on February 18, 2009, and 13 potential bidders specializing .in health and safety products were notified; one is a Minority-owned Business Enterprise (MBE), none are Women-owned Business Enterprises (WBEs), none are certified Small Business Enterprises (SBEs), and one is a Long Beach business.
